A city is essentially a large number of people living and interacting in the same place. Because there are so many people, complex systems evolve that have to be managed like water, energy, security, communication, transportation, and business.
All of these systems affect one another, and when people make decisions relating to one, an impact can be felt by others even if they are not directly part of the situation.
So it is important for the municipal government to adopt a broad plan and vision for the city so that citizens and organizations can make decisions with an understanding of how they fit into the larger picture.
St. John's has a Municipal Plan, however it has been ammended numerous times and has not had a full review in several years. Because of this, there is uncertainty for residents, business owners, and developers (among others) as to what they can and cannot do.
